Equipment seen as scarce is often removed from a
location in which it is being put to good current use.
Forcing the original owner to interrupt his work to build or
procure a replacement. Simple power cables or communications
cables are good examples of very inexpensive items that cause an
inordinate amount of time to replace or re-make. But more
importantly cause interruption to the project's workflow.
Staplers and hole punchers are other examples. A stapler
should be within easy reach of everyone who needs it. Several
around the office. Not hundreds, some around the office but most
hidden in private drawers.
Oscilloscopes, PCs, furniture are good examples
of the more expensive items that make a real difference when
hoarded. A project may need only one oscilloscope that you
can book from central stores as expediently required. It will
surely suffer unnecessary costs if it has to buy 10 all secreted in
various places with the various teams.
